My Samsung Side by Side (rs263bbwp) refridge is not getting cold.
The fan tapping noise is due to ice build up,This could mean that either the defrost timer,defrost element,or defrost thermostat is defective. On that model it is all controlled by one main board so board replacement may be needed.
Try removing everything from the freezer(just put it in some coolers with a lot of ice) and unplugging the fridge and leave the doors open so it can thaw completely usually take 3-4 hours.If this fixes it for a few days,Then replacing one or all of the parts listed above is required.

The cold air which cools down the entire fridge comes from the freezer. Check first the coil at the freezer at its back if there is build up of ice. If there is, have the freezer unplugged and have the ice melt. Clean the fridge while doing the process. Most likely that the thermistor may have been frozen. If so it may think that the rest of the fridge is at the target temperature. The ice maker will not be affected since it the ice temperature is directly connected from the freezer. If your model has a fan, check if it is working and properly circulating air. If it does not, it could be a loose wire or the fan may be faulty. If all checks OK you may want to check the condenser at the back checked for leaks and have the freon pressure checked.
Freezer & freezer work fine.
It may have auto-defrost or frost-free feature that is not operating. Also there is a drain tube that goes from the compartments to the bottom of the fridge where the evaporator pan is. The tube may be plugged.

I just had (have?) this same problem. I called out the repair man and in the end he suggested that I buy a new fridge because of all the problems reported with my model (RS2555SL) on the internet. Anyway, after a while I heard what sounded like a fan trying to spin on the fridge side. I unplugged the unit, removed the inside back panel on the fridge side. The entire coils and the fan had iced over. I removed all the ice, plugged the unit back in and it is now working. I will still replace this unit because I probably only corrected the symptom but the problem remains.

My thinking is that you have the ice build up problem too and that it never thawed. If you unplug it, thawing could take days. Seriously. If you take the inside panel off and get some heat on it
only an hour or so.
You have the exact same model I do, and it works good, just designed poorly. It needs a drain hole on that condensor.
And your fan probably is fine. Do not spend $500.

Generally speaking, sounds like you may have the frozen condensor problem that is so common
because of the design flaw in the Samsung products.
Turn it off, empty the freezer.
Study the back and look for formed ice around the seams.
So it got too cold, and now it is still too cold, or not cold enough ?

Does the sound occur when the compressor is starting or shutting down? and only lasts for a couple of seconds? I had one do the exact same thing. Sometimes it would also wake me up at night. If so, I'm afraid he is right. On the bright side, it worked fine for years. I gave it to a girlfriend when I purchased a bigger one and it is still working today. The only thing you can do is change the compressor, which is probably not $$ practical.
