Trying to install a new program
Without the DVD you cannot do this. It needs the DVD special serial number embed into the DVD, so it cannot be pirated or used without the DVD.

usually when you first install it, it gives you the option to create a shortcut option to be made on your computer desktop but that's the shortest way to go into playing the game-it still has to load regardless just due to the fact that certain games (such as the Sims) require a great deal more memory and RAM (Random Access Memory) than other games.
My Sim City 4 wont start after intstallation
have you tried installing the same game on a different system?
if you tried installing your game and it works, then there must have been a problem with your system,
check the system requirements of your game if its elligible to run on your system.
try to install the game in a different directory might solve your problem.
And also, check your system if it has alot of memory. :)

Hi. Go to the control panel and click on remove programs. Then remove the entire Sim City contents. Now reinsert the disc and reload the program being sure that no other programs are operating at the same time.
THis should do it for you but if it doesn't, return the program as it is faulty.
No Disc in drive E
If you installed the game using a cd then let the cd remain in the drive when you start the game, If you installed it from the HDD itself you will have to mount it to the virtual drive and start playing.

I also have Sim City 4 Deluxe edition, and the package came with 2 CDs. Which were, the download and installation CD, and the gameplay CD. Now if you put in the Game Play CD without putting the Download and Installation CD in first, then that message might come. And if not, then the Gmae Play CD might be damaged, you can try rubbing alcohal and blowing on the CD, but if that doesn't work, see if you still have a warranty and try replacing the CD.
