Press the MESSAGE button and look at the display. Message waiting can come from any phone or port in the system, not just the voice mail.

What Toshiba Voicemail system do you have? Is it a Toshiba or third party voicemail? Depending who setup you voicemail and what version you have. Mailbox 990 is the Intro greeting "thank you for calling xyz company". Mailbox 991 is the main greeting "press 1 for sales press 2 for tech support etc. If you have a toshiba Voicemail. Need to login to 990 and 991 (need to know passwords) Newer versions you can setup just 991 mailbox for both.

The telephone has several capacities mentioned as four lines where each would have been networked a separate devices to attain voice communcations. The telephone service provider usually would request to either install at the location several beyound online jack to make possible several entities communcations. Also, the phone with several line becomes useful in situations where several office spaces require communcations sharing from the same telephone. Considering the number of lines that the telephone provider made avilable at the location, the telephone feature buttons can be used to select several lines of choice only that all four becomes tasked when four telephone connection jacks were established.

Make sure to test your line with another phone before it is established that the line is OK.
If so the CLIP is displayed with the assemment of the prrocessor and it can be faulty. normally a line surge can damage these delicate IC's .

If it is the message button then press Intercom/DN, # 409 and hang up. That is the code to cancel a message waiting light. If random buttons are flashing you probable do not have the phone plugged into a system port. Try plugging the new phone into another jack with the same type phone to see if the phone is good or bring a known working phone and plug it into the jack you are using for the new phone and see if it operates the same way, that will let you know if the phone is bad or the jack is not wired for your phone system.
