Hey, in the ipaq you should be able to adjust the amount of memory available for storage and program use. you can do this in start-> settings -> system -> Memory.
I would suggest to uninstall some of your applications form the settings -> system -> remove programs,
Then reinstall the programs into the storage card. You can copy the files of the programs to your computer and after you have uninstalled and installed them again into the other directory you should be able to copy your programs back (80% cases will restore the data you had before uninstall) This might not work with all programs and you might loose some data.
You can use for example total commander to move files to diffrent locations
