You must take it to a Cellular center where they have a computer to unlock the device. Once a Screen is broken, the entire phone is useless.

Looks like you need a replacement screen. You can buy one quite cheaply on eBay and do it yourself if you are good with gadgets (plenty of instructions on YouTube) or you can get a mobile repair shop technician to replace it (cost $50 to $100 depending on the country and place - in Asia it is much cheaper). In other words, it can be done so you don't need to throw away your phone! :)

The reason your phones touch screen is not working is simply because there is a problem with the flexi of the phone.

If the screen is not damaged in any way, then the assumption of it being the screen is absolutely correct.

To fix the flexi of the phone;

1. Get the appropriate screwdriver,
2. remove the battery, the battery cover, and your sim,
3. Turn the back of the phone,
4. you will see five rubbers,
5. pick them off with a pincher,you will see screws under them, unscrew the phone,
6. Get a credit card and slip it through the line around the phone then apply a little force in separating them apart,
7. you will see the panel of the phone, carefully lift it up,
8. you will see a flexi that runs through the screen to the panel, carefully detach the flexi from the panel,
9. unscrew the screen of the phone, remove the flexi connected to the screen also and replace it.
10. Reverse the process to reassemble the phone.

Sounds like a defective/dead battery or charger.
1. Remove Battery, Attempt to Restart phone. repeat at least twice.
2. Contact a service representative of your carrier or take the device into your carriers store, most of the time they will recommend doing a hard reset, if your device is unable to be fixed they may choose to replace it as a defective handset.

Changing the language of your HTC touch is really easy. Just follow this simple steps:

1. Turn on your HTC Touch. Touch "Start" on your Home screen. Touch "Settings.
   
2. Touch System > Regional Settings. Select the proper region for the language you desire. Touch "OK" when prompted and "Exit."
   
3. Confirm your selection has taken effect by checking the language of any menu item from the Start screen. Your selections should be in the language you chose

If the battery is drained or you have changed config:
connectthe phone to your computer using a mini USB cable, pull the phone's battery out and inserted it back in.

Tap All Programs > Market, and then browse through the list of programs available.

i think you need to change your old sim card.....because that was also happen to me........

1. on your phone's homescreen, tap start then settings
2. tap touch system then regional settings. Select the region for the language you want then tap ok and exit
3. to check if the changes on the language have been made, check your menu. the selections must be in your chosen language
