I had a similar problem with my Windows XP which wouldn't support a late enough Internet Explorer and I couldn't use Chrome because my hardware was too old so I used the Firefox browser. It seems Firefox needs a different version of Flash Player. My Internet Explorer was using Flash and for some reason I don't understand that prevented Flash downloading properly or working with Firefox even though several times I uninstalled and reloaded it. Troubleshooter said to make sure Flash was enabled in the browser options.
