Your wifi device, (i.e: router) is always transmitting a signal, regardless of whether or not it can/has successfully established an internet connection with your provider (assuming cable company is your provider). So, your computer will, indeed, connect to the router. Your router has a built in admin software that will tell you if it connected. Usually you point a browser to 192.168.1.0 or 192.168.1.1. Out of the box, there may be some default password for this tool, but check the router manufacturer's website or manual.
