Based on what you`re describing it sounds like a faulty motor for sure.
If the motor cannot turn the drum under it`s own, it may simply have "gunked" or dirty bearings which can impede the motor from starting.
If you are capable of taking the unit apart ( done from the front...not back ) you may be able to clean it out and oil the bearings as a "fix", but eventually the motor will need to be replaced.
You`ll also want to try and run the motor without the belt/drum attached to see if it will indeed start that way and make sure the belt isn`t "slipping".
