Out of 3 relays which one could have gone bad
I'm assuming it's a Dixie Chopper is a Classic or Silveer Eagle?
Have you tried jumping the starter Relay with a insulated handle screw driver or pliers with key in on position. If it turns over and starts it's a bad starter relay.

Powermate 43cc tiller won't start
How did you test spark? Neon spark testers can be misleading. Use a gap type test with spark plug installed.If engine is flooded it will not fire, even with starter fluid. If plug is wet (excessive) then it may be flooded. Dump all the fuel, remove spark plug and pull recoil starter several times to get cylinder and crankcase dried out. Do not refuel.Put a shot of starter fluid directly into spark plug hole. Reinstall plug and pull start rope a few times. If it fires off and dies then it's a fuel flooding (carburetor) issue.If plug is dry when using starter fluid and there is spark and compression, then likely timing is off. You'll need to remove flywheel and and verify keyed portion has not sheared.

The spring or shock on the left side of my mower has come loose.

From that you can see what go where. Springs and Shock Absorbers as very different items. One is a wire-wound coil, the other is a hydraulic piston.
If it popped (and got louder), it may be the muffler as they are sometimes held with a spring on small mowers. On a ride on mower, it could be the deck suspension.
