Hot tub wont come on

What do you mean "Jump it"?Check with a meter, ACROSS both hot wires to get a reading of 220-240 volts. do not test across 1 hot and the meter lead on ground! You probably are not getting proper voltage to the hot tub. Or you may have a burned system fuse normally 20-25-or 30 amp fuse, which is found within the control box of the spa.

Spa pumps are running but display is not lit and nothing I touch on the controls work

This means your top side control is dead, the spa will continue to operate itself in an economy/maintenance mode to prevent damage.
