The motor should be warm to the touch when operating normally. The pump does use the flowing water to help cool the motor so if it is running but no water is being circulated it can get hot.this is not good for the motor so check pipIng and filters regularly for any obstructions.

Try running the motor in the dark. You may find it arcs to the chassis of the motor and that is your culprit. Had same thing on a hot tub 10 years ago. is motor getting hot if so need new motor also check to see if wires on the back of the motor are loose or the wires to the breaker loose if they are ok you need a new pump motor or pump sometimes a whole pump is cheaper than fixing the old one

Shaft seal has failed. Replace it immediately or water will get into the motor and the motor will have to be replaced. The leaking is there by design to let you know when its time to replace the seal.

Are you getting about 240v between L1 and L2? Regardless the motor shaft should be spinning.
