You should be able to get the chipper's model number off the tag or label. With that model number you can go to the local small engine repair and parts shop to get the replacement pulley or you can look online at Troybilt and using the model number look up the drawings for the chipper and select the correct part and order it from them. Like a car engine, there should be a tensioner pully. If not, each pulley should have a bolt that hold it in. To remove the belt, unbolt one pulley, (whichever is easiest to get to, or more feasible to remove) - When installing the new belt, put the pulley on first, and if need be, use a screw driver to "pry" the belt over the pulley into place. This will not hurt the belt.
There should be however a tensioner pulley, or one of the pull belt pulleys should have a slider bracket. Make sure first if this is true.

This is serious. Don't use the mower till it is fixed. Probably the carburetor has malfuntioned and may need to be removed, disassembled and possibly rebuilt. Major flooding is ocurring somehow either by the carb or a mechanical failure of the engine.

Your piston is worn and galled, you might be able to do a rebuild with a new piston and rings and hone the cylinder, but please always consider cost, of the price of a new engine,if you cannot do the work yourself,

if the starter rope fails to retract, then you need to either fix a broken spring, or put a new one in. You'll have to take the engine cover off, and you'll be able to see how to take apart the retractor assembly. Often times, just the end of the spring will break off, and if you have a grinder, you can grind the correct shape in it again, and reinstall it as is.

Ok, if the gas has been sitting in the fuel system for two years, it is now no good and has "varnished" the carb etc. The fuel system must be drained and run dry at the end of every season or you will have this occur. The solution is to disasemble the carb and clean it with carb cleaner and reassemble. You will need a few new parts and seals to do this and a lot of patience. Easy way is to take it to the service guy and live and learn.
To prevent this, use a fuel stabilizer in the fuel before storage.

If this is a 2 stroke,remove the fuel filter and check,or replace,and check all the small fuel lines,if this is not a 2 stroke,check the pick up tube in the fuel tank,to see if it is blocked,if it is not,then remove the fuel tank,witch you will have to do to check the pick up tube,and clean the carb.Make sure all the holes in the carb.are clear.
