Troybuilt cultivator/edger won't start
There are two starting procedures - initial starting after long storage or running out of gas calls for squeezing the bulb (note - squeezing the sides together - not pressing the bulb in) 6 times, poulling cord up to 10 tiimes, rapid pull. If that doesn;'t work, wait 15 minutes, do not press bulb, but pull cord 10 times again.
Normal starting after first use and w/gas in the tank calls for 2 presses of the bulb.
I found that I was not priming the engine well, but also it should not be as much of a pain as it is. I still am successful in starting on every third attempted use, get frustrated and say %*&% it most of the time. These things are made by MTD (for Troy-Bilt) and that, in my experience, stands for Machine Typically Dead.

Blades wont rotate
Check for a broken pin or loose grub screw in the drive area of the box.

How to remove clutch?
You have to pull the spark plug and fill the cylinder with some small rope then using a big pair of locking pliers you can loosen the clutch. There should be markings on the clutch as to the direction to unloosen.

Runs good for 2-3 min, then dies
I would try using some solvent to clean the carb. It sounds like the float valve is not moving freely, therefore not letting enough fuel into the carb. Be careful though, solvent can be a bit rough on the engine, so be sure to drain it out of the fuel bowl and replace with the appropriate fuel before starting the engine.

When installing clutch drum, it turns with the drive shaft
Hello , well you again, on some of the small tillers the tines will engage because that is the way they are made to do on start up,it is not a clutch issue,ad far as i know there is no way to disable this,it is a pain but this is the way it is,,hope this helps,
