Only runs on full choke
You can try to open the high speed jet a little on the carburetor. This may fix the problem.

Despite changing the sparkplug and proper choking, etc. no start
The most likely culprit is a clogged carb - a very common problem indeed on Tecumseh motors. Pull the carb off, open it up, spray everything with cheap carb cleaner (especially the bottom "bolt" that hold the float cover making sure it sprays out of at least two sides as that "bolt" is also the jet), make sure everthing lines back up as you pulled it apart and now try to start it up again! Bet it works, I see it all the time on small engines left with small amounts of gas in the system. Good luck, and I hope that gets ya runnin!
Belt seems to be slipping
good evening. I would suggest checking the tine bearings as well alignment. I had (have) a 2003 mtd rear tine which blew the entire bearing box for the second time. The times should have little to no flex when push or pulled. Fortunately, MTD came good for the first rebuild even though my warranty had expired...they covered the parts and labour was all mine. If the tines seem properly working, possibly try out this website to get the 100% correct belt....hope this helps.

Tiller won't start.
I recently had the same issue with a tiller that hadn't been started in over 8 years. Turns out that old gas had left a varnish coating in the carburator keeping the gas from feeding. Rebuilt the carburator with new float, needle valves and bowl, new Welsh plug. Fresh gas and two pulls later it went to churning. Took a short time to adjust the two needle valves for idle and full throttle and we went a-tilling.

Your engine number is wrong by only one character. The proper number is H30-35387S you had a 5 instead of the S. You can download the engine manual from Tecumseh. I don't know about The rest of the tiller. (I have the same tiller).
Flywheel magnet came loose

Sorry to say but the only way to fix it is to replace the flywheel. After you put the new flywheel on you will have to double check the gap between the flywheel and the coil if you take a business card it should just fit between and should be a little snug. If the coil is off a little you will have problems starting. You can adjust the gap by loosening the 2 bolts on top of the coil lust enough that you can tap the coil towards the flywheel, just before you loosen the bolts turn the flywheel so the magnets on the flywheel are not where the coil sits but just to one side or the other of the coil, then set the gap, tighten the bolts and turn the magnets are where the coil is with the business card in between. It should be fairly snug to where you can just get the card out and not tear it in any way. Put your cover on and check for spark and you should be ok. Any questions please feel free to ask. TECUMSEH ENGINE PROBLEM

First check the oil and make sure that ti is full. Then remove the spark plug wire and spark plug, then take the recoil cover off and with a socket to fit the flywheel bolt and a breaker bar, try to rotate the engine by hand. Also while you are trying to rotate the engine have someone take and spray some penetrating fluid like seafoam (you can get seafoam from some auto parts stores) don't spray to much, just enough to coat the cylinder wall, and a wooden dowel that just fits in the spark plug hole and log enough to hold onto while inside the head tap on the dowel with a hammer to try to free it up. If it frees up spray a little more seafoam into the cylinder then put the recoil cover back on and pull it over a few times to lube the cylinder wall. If it does not turn the I recommend bringing it to a reputable repair shop. They may be able to free it up or if it is real bad they may be able to help you get a used or new motor for it. Turn Black cone shaped valve clockwise to increase pressure there will be a small +/- plus will increase and give you pressure.
