A quarter turn is too much. You should only turn the wheel a maximum of 1/16 turn. Sanding should be done with just the sand (not the paper) touching the workpiece. Patience is the key for drum sanders. Courser grit sandpaper will help remove material faster if that's your goal.
Where can I get My Delta 18 - 36" drum sander
If it's an electrical issue any electrician can fix it. If it needs bearings anyone mechanical can purchase after-market bearings and replaces them. If it's plastic parts or parts only the manufacturer can supply then you could research what part it is and have it shipped to you. If you are not mechanical at all... a handyman or other could research what you need.
Delta 31-250 saander dc drive motor doesn't work
You have probably tripped the breaker for the drive motor. If you have the manual, it shows you the location of the reset button on pg. 20. The reset is a small white button above the drive switch. New belts on drum sander shear off inside clip
Belt sander are very tempermentel and require a light machine oil (3-in-one) on the metal slides and Tension lever and springs to opperate properally, if not they will drive you nuts, it will make a big differance, a few drops will do ya, more it needed, to much will cause a reverse action and collect dust, clean areas before oiling with air preasure and fluids if needed to get rid of build up from wood dust

you might try going to dewaltservicenet.com and typing in your model number in the middle of the page towards the bottom under need a manual. If not let me know and I will try and locate another source for you.
Drive Belt broken
the part number for the poly v belt is 406131330004 and you should be able to buy it direct from Dewalt at their website or find a local dealer thru their locator and or service stations listed there.
New feed belt will not track evenly. Belt is loose
Could be the belt, sometimes they get glued together wrong and they don't track, or its the tension wheel/ track wheel.
It looks like one of the stationary rollers might have a small adjustment
that you can do, hard to tell looking at the diagram,
but if you can adjust this tighter on the right side it should track the belt back to the left, so check and see if any of the rollers or holder of the rollers can be loosened and moved a hair to get the track to the left so the adjust track can make it track straight.
If you still have the old belt, put it on, if it works then there is a problem with the new one and it is not the machine.
