Usually there is a spring involved that is held open in the normal position. This way if the spring breaks, or something fails in the brake mechanism, the brake will engage. Can you see if the spring has broken or stretched?

The fuel-oil mixture ratio is 40:1. You can obtain this ratio by mixing 3.2 oz. of two cycle air cooled engine oil with one gallon of regular gas have you cleaned air filter, is gas oil new, is choke on?

Take a very close at the carb to see if there are any model numbers on it. This will help you order the exact parts you need for that carb. There are plenty of parts specialists on the web where you can source the missing parts or a replacement carb. Some sites will even sell a complete rebuild kit which may be cheaper than a replacement carb.

I would say it has an air leak, through a gasket or crank seal, make sure the carb is tight and sealing properly.

Too much air and not enough fuel. Did you change the primer bulb? Not letting enough fuel through.

make sure the PTO is turned off, very common to shut it off with the PTO still on. Also make sure the seat has weight on it to activate the starter switch.The brake may need to be fully depressed as well.

You have the fuel lines reversed.
