Chair wont charge lights not comeing on but still has 1/2 power according to lights

depending on age of unit batteries can get bad just like in a car and won't charge. auto parts store can check batteries for you, or garage

My four wheel golden electic scooter is fully

Hi. I have had this problem on many machines. It is normally a stuck brush in the motor. This stops the motor from going. The click you can hear is probably the brake solenoid releasing.
Can also be a faulty connector in the motor or battery leads.

The battery takes a charge, but will not power scooter

This scooter require two batteries, not one. It is usually a good idea to replace both batteries at the same time, even though one is obviously bad, and the other "seems" okay. These 12 volt DC batteries (VDC) work in tandem to produce the 24 volts that the scooter operates on. In a perfect world, they would both live a long and happy life, but reality is that some die young, others old. Since they are joined together, the one that's going out saps the life out of the other one, so take a bullet and replace both batteries. Make sure you completely charge the scooter when you get the new ones in. Verify that your charger is working properly. To properly charge the 24 VDC system, the chargers have to have an output of about 26-28VDC. The output must be higher than the rated voltage of the two batteries put together to charge. While you have the shell off the scooter, you can see if the charger is working by measuring across the terminal on each battery with the charger off. Note the meter reading. It should be 12-13 VDC. Put it on the charger and retake the reading, and each battery should show an increase in the voltage due to the boost from the charger. After three hours, each battery should show about a 13.5 VDC reading which should hold above 12 for a good 8-10 miles. Always charge your batteries overnight, and if not in use, disconnect them completely with a full charge on the batteries.

My Scooter slows waaaay down to almost stop, then

Sounds like a throttle pot fault (the part that the throttle lever is attached to). This would need testing at a dealer or with a volt meter (set to ohm's) and if found to be faulty, will need replacing. If you test it yourself, there is usually a number on the top of the pot, usually 5k or 20k and this is what you need to set your meter too. Place the probes from the volt meter, black onto the centre wire and red onto either of the other wires (there should be 3) and slowly press the throttle lever first forward, then reverse, and constantly keep an eye on the reading from the volt meter. The reading should go up to approx. the number on the top of the pot, i.e. a 5k pot should read about 4.9 to 5.1 ish on the meter. If this number fluctuates up or down quite rapidly while the lever is held in a static position, it will indicate a faulty pot. This is in fact a common fault with nearly all makes and models of scooter and usually a fairly cheap and quick repair.

The LED battery voltage semicircular color display pattern should be a solid green color when the batteries are fully-charged. This indicates that the batteries are at their maximum capacity and ready for use.

I have a golden technologies Buzzaround and just replaced the battery pack. I have been charging for 15 hours but it is still beeping. How long does it need to charge?

NO IDEA BUT IF IT IS MORE THAN A COUPLE YEARS OLD IT MIGHT NEED NEW BATTERIES

Why my Buzz Arround XL "Golden" M# GB146, runs fine but when in neutral it goes freeWheel for few feet then locks and drags untill you stop then push again then drags again.

I believe that is a safety for if your on an incline you do not just free wheel uncontrollably. But that is not a 100% answer
