I think you should try to leave the key into on position ..cause it may have a switch off function and not get the power flow right ..If in the manual says the fuse need to be on o position for charging ..leave it so ..if it says different set it on the correct position ..
The idea is to try all possibilities cause there is nothing you can do wrong ...when it starts getting the current it means it is the correct procedure..I found nothing about this specified but the key thing make sense somehow ..and it seam to be the only thing left to do ..Usually on these things , when it is plugged to charge it should indicate the charging ..and the led change color or lit the one indicating full only when it is ready for use...so .if the charging is not indicated without the key on ...it is a pertinent thought to consider to switch it on ..

you can try resetting your phone through codes. its the safe way to reset your phone. because when you reset your phone through software or hardware there are possibilities for datas getting corrupted or lost. but there is no such possibilities when you unlock through codes. thats y i prefer this method to reset my phone. i got the codes from this site http://www.unlock-free.com/ to reset my phone totally for free of cost. try it.

YOUR BATTERY ON SCOOTER NEEDS TO BE CHARGED.

These are called top rail guides and are made of white or black high density plastic. They are available from The Aftermarket Group or New Solutions. They should be a standard size in my experience. To install simply remove the crossbar bolt (X-bar) and put in two new guides. Reinstall X bar bolt and spray with silicone spray to help with easy folding. PAM kitchen cooking spray works too.

The only other things I can think of is a bad motor brush, or a bad gear not turning freely in the gear box. I am not as familiar with the drive scooter, but it should have two caps on the motor that have brushes in them. The brush is held in by the cap, unscrew it and take brush out ( it is spring loaded) and check contacts. If it is worn down too much or unevenly worn it needs to be replaced, also if the spring is not set right or the brush is stuck it will cause drag, Put the brushes back in the same way you took them out if they are good, if you need to replace you need to wear them in by putting rear wheels of scooter up on something and run scooter by putting a rubber band on throttle. If it's the gear box it needs to be replaced
