check the throttle pot. it is just a variable resistor, look online for a video, could have corrosion or carbon buildup on pot. also test the speed pot same issues

Is the brake engaged? That's the lever at the back. Needs to be in drive position. if yes then it could be the Wig-Wag control. Are there any flash code errors showing? check your user manual in trouble shooting section.

Charging batteries to full means leave on charge for 12 -16 hours as it may show charged but the charger goes into what is called a battery conditioning mode where a small trickle charge takes place to fully charge batteries. Again, how old are batteries and have you had them load tested at all?

hi, it could be battery power , are the new batteries now full charge ? there can be a thermal cutout on the controller mosfets getting tooo hot , and that can be faulty... The speed control is defective. Its going to full speed without the slow start. Get it checked by a local specialist. Before you do that make sure the speed setting control is set properly.
