If it has sat, it may have lost it's rotor residual magnetism. Disconnect the rotor field wires at the AVR or on the exciter/brushes. Note they are polaroty sensitive. Connect a 12V battery to F+ and F- (note polarity) and momentarilly power from the battery for a few seconds. DO NOT forget to disconnect the rotor/exciter field wires first or the voltage regulator will be damaged. If it hasn't sat check voltage regulator, rotor resistance, and stator resistance, and for shorts to ground.

Check for engine lock down due to sitting make sure it is free with plugs out. Check starter solenoid after you make sure battey voltage and battery are good

Most low voltage conditions on generators are simply due to a low engine rpm. Most modern generators are 2- pole windings. So your engine rpm should theoretically run @ 3600 rpm. which will produce 120/240 volts @ 60 HZ. In actuality You want to set your rpm's @ Approx. 3720rpm no load. About 62.5 Hz. Without getting to technical this will give you your desired 120/240 volts loaded. Hope this helps.

You did not mention how many amps your system is producing/drawing, however I don't think that you need to adjust the governor. Your engine can produce 18 hp at 3600 rpm. At 3600 rpm your generator is producing 60hz or cycles. As the load increases /decreases it has an effect on the governor thus the change in cycles. If the load increases past the capacity of the engine, the cycles will drop. To stabilize, reduce the load. 59hz is produced when the engine is turning about 3550 rpm. If you increase the speed of the engine to compensate cycles may increase past 60hz. 3650rpm will probably produce 61hz. Engine speed could be fluctuating due to other reasons (vacuum leak, dirty air filter, plug, etc ) if there is only a small load on the engine/generator.
