Sounds like a power supply issue - try to replace the power supply. Many computer shops - MicroCenter, BestBuy.. The power supply is pretty cheap - 15 to 40 dollars US. You can look for that in any computer shops at your area or try to contact a local tech. and ask where you can get a replacement fan for your computer

Looking at the stats, the computer has a PCI-E(xpress) slot in it. You should be able to put the least expensive card in the system and be fine since you are not gaming. The 250 watt power supply is a bit of a concern. Like most comercially built computers, this one comes with the cheapest power supply Compaq/HP could put in it. I would replace the power supply when installing the new card. Installation of the card is simple. Open the case, look for the expansion slots (near botton of Mother Board), the top slot is the PCI-E. Put the card in, plug all your cables back in (power, keyboard, mouse, ect) before you put the side of the case back on (just in case). Make sure you have the monitor plugged into the new card. Turn the computer back on, in most cases it will auto recognise the new card and use it. When you get to windows, put in the install cd and follow the promts to install the card. Hello, you are experiencing this because of the Boot priority setting in your bios. Your computer has been set to boot from your hard disk first and so it will never try to boot from a CD when it starts. There are 2 ways to fix this:
1. Go into your bios (usually by pressing F2, F10 or Delete key as your computer starts) and set the boot priority to check CD or optical drives first. Consult your PC manual if necessary.
2. Press F12 when your computer starts, this will bring up a menu to select boot options. Choose your CD drive.

Appears that recovery disk #2 is bogus. U can try to get a new set from HP (fat chance!) or you can do a reload from a normal, retail OS disk.

Hello Most laptop or PCs, has a combination keyboard pressing keys, that invoque the restore routine. usually F11 or F10. others has DVD, check and see what you have of these two. in the first one, you recover from a disk partition the whole OS.

If the fan making a smooth spin, but the noise is too loud, then it means the fan is trying to dissipate the heat. Probably the air inlet and or the air outlet (also the fan itself) is dirty (or clogged) and you need to clean it up using a canned air. You may need to open the case/body if the dust become a dust ball (and you need a tweezer and qtip to pickup the dust ball and clean up the fan blades).

If you boot to safe mode is it the same? What proceeded this issue? Any damage? Updates? Overheating?
