I an ensure you that is not a setting! That is the CCD sensor and i would be checking that into a camera shop if i where you to see if the camera can be fixed or not. I could not tell you over the web as I have not looked at the photos for the output but it seems pretty bad if your seeing lines on every photo or let alone any photos. Best advice do not shoot the messenger here take it ot a camera dealer/shop havei t looked at.

How to reset
Try resetting the camera by removing the battery for 15 mins. Then install the fully charged battery in the camera and go to the menu and set the Date and Time.

How to clear memory card
Clear the memory card by formatting it. Press the MENU button, press cursor-right, select the toolbox icon, press cursor-right, select the memory stick icon, press the button at the center of the cursor pad, then select "Format".

Photos are striped and the screen display is also buggy
With the photo's being striped it leads me to believe there could be a crack or even just dirt on the lens. Might be the same thing with the display. Have you dropped it or taken it to the beach or anything where moisture could have gotten into it?

First try pressing the DISP or DISPLAY button on the back of your camera. If that doesn't help, try taking a picture with the screen black. Is the picture also black? If so, a stuck shutter is another common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. The camera may take black pictures (for shutter stuck closed), or the pictures may be very bright and overexposed, sometimes with lines, especially when taken outdoors (for shutter stuck open). To confirm a stuck shutter, put the camera in any mode other than "Auto", and turn the flash OFF (you don't want to blind yourself for the next step). Next look down the lens and take a picture. You should see a tiny flicker in the center of the lens as the shutter opens and closes. If no movement is seen, then you likely have a stuck shutter. If so,
