do you have any paper work that came with it?
sometimes, when there is a switch, you have to switch the light on and off in a quick combitantion to have control over the light.
The photocell may be fried. In which case you'll need to replace it.
It may have switches on the bottom of the box that controls the settings as well.

Model 5316-A lights do not turn on even when there
Sounds like a problem I had recently where the sensor was detecting it's own light and shutting off thinking it was daylight. I repointed the lights a bit and it resumed working normally.
