If the software (ROM) of your phone is one language you cannot change that language unless you flash a new ROM to that phone. That requires unlocking the phone from that ROM and finding a new ROM in your language to re-flash.

There is no reason that you cannot got Whatsapp on your phone.
Go to market in main menu and search whatsapp in there.

Try to narrow down where the problem lies. Try charging from another outlet to make sure it's not a problem with that outlet. Then try a different charger or battery.

if you have installed active sysnc then the device should connect. If it doesnt i would check in my computer to see if it is showing as connecte. Also when you connect the usb lead to the phone it should pop up a selection on the phone to how you want to connect make sure you choose active sync. the screen only appears for a few seconds then it will connect with the last selected option

Not quite sure whether the actual system is corrupted but you may try to hard reset the phone. But note that hard reset will wipe all your data so take a backup before resetting it.
