Hi. It means that the one key recovery software is already not working inside the laptop. This happens when you re-partition the harddrive or the harddrive is infected by virus. Restart your computer & start tapping f/8 immediately and keep tapping until black screen comes up. Use the arrow keys to select safe mode the press enter. It will start up in safe mode in each corner, the icons are all out of shape and a help window will open. Close that window. Then go to: Start, Accessories, System Tools, right click System Restore & send to desk top.(The reason to do that will be to use it easier ANYTIME you have a problem.) Then do a system restore back to a time before you had the problem. That should resolve it. If not you will have to do a Recovery after saving everything you want to keep on a Flash Drive. You will need a separate recovery disk. Sounds like the recovery partition of your HDD got overwritten. Maybe you can create a windows WinPE (microsoft docs) and use that.
