Check that the data cable of the monitor is properly connected to the back of the monitor and the desktop computer.
If it is properly connected, then most likely a component within your monitor has failed and will have to be replaced. If you have another monitor that you can connect to the computer to compare, you can confirm that the problem is indeed with the monitor and not with the computer itself.

How to open up a HP W2007V monitor?
There are locking tabs, if you can get a thin a putty knife in between the 2 parts of the shell, in good lighting you can see the first one, and you can press the tab in with a small screw driver which should release it, from there it is a matter of finding the rest of them. Starting from a corner, chack about 2 to 3 inches from the corner. They will be located in a symetric manner.

My bet is that your monitor is on it's way out. If this is true, it will get worse until it gets to a point where it no longer works at all. Connecting the monitor to another computer should confirm my suspicion. The monitor has probably developed a problem with some capacitors inside. The parts are not expensive, but finding a shop to do the work at all may be a challenge. If you're handy with a soldering iron you might want to have a try at it.

Yes, the likely cause is the power supply/inverter board, in most cases it is bad capacitors and solder connections. If any capacitors are puffed or show a slight dome shape at the top, chances are it is open.

Take your monitor back to your retail store to be swapped, and inform them that it happened during a software update. If they do not swap it, contact Microsoft and tell them that it occured during your last set of updates.
Also could you please list the updates you had installed on that reboot?

Check the power saving option of your computer. You can find it under the Control Panel. Just look for Power Option then Turn off monitor. Just set it to never or the time you want your monitor to be on.
