Depends on what you are doing. Sometimes the "full screen" is dependent on the signal coming into the TV from a cable box. Check the setup or menu function on both the TV and whatever input signal you are using. You didn't say what TV and what source i.e. cable supplier, antenna etc. Remember that an HD tv doesn't always display a non-HD picture in full screen.

The screen is probably adjusting to a particular aspect ratio. Not all images displayed will fill the screen. It is possible to modify the scrren size by using the FORMAT button ob the remote and choosing other aspect ratios or screen formats. Be advised that some of these may cause distortion of the image, so choose the one that provides optimal viewing and best screen coverage.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. The warranty does not cover lightning, check if your insurance covers it.
A lightning strike on such panel ( HDMI ) is very difficult to repair and if not impossible.The HDMI connector is hooked to the ground of the TV set so everything could be damaged.

The standby voltage comes from the main power regulator board itself. If there is no standby voltage, there is no need to go further. Replace the main power supply board [SMPS] as card basis.
