If you have another source for the AV receiver like a DVD or blue ray player then switch to it and see if the static goes away. If it does then it's the TV.

You might try posting your question on the Comcast help and support forum. Be very specific about what the model number is for your Comcast remote and TV remote. To be specific the remote "Talks" to the TV not the other way around. I personally find it easier to use both remotes because at best the Comcast remote cannot duplicate all the features of your TV remote. here is the link to the forum.
