Okay, I found a fix! Called JVC, spoke to somebody there, here it is:
1)unplug the TV completely, no wall no power strips, completely
2)wait 10 sec
3)plug TV back in and Turn it on, the light will still be doing the same thing
4)wait 30 sec
5)ON THE TV, not the remote, locate the menu, volume (-) and power button.
6)while simultaneously holding down the menu and volume (-) button, pressed the power button ONCE and continue to hold the other 2 for 10 sec.
7)on the remote control, go to menu>settings>system info
*** now this I know as a FACT will work on systems that display: JVC - ver.5.32FO001, but I don't know of any other versions***
8)press the mute button on the remote twice
9)unplugg TV again and wait 10 sec.
10) plug TV in and turn on

It SHOULD be working normally now... Thanx to the guys a JVC support for this one, I know it seems like an obvious first place to look, but sometimes it isn't. I for one checked online forums first

Fault to the main power supply regulator section. Either it will be a separate board, or the part of main board. There are two types of reset to TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. No. It has no such battery inside. Its memory IC is non-volatile type, and need no back-up electric charge to retain the data, even after it is switched OFF. http://electronicshelponline.blogspot.com/

The number of the memory IC will be printed on it. Usually, it will be in laser printing. When replace it, be sure to replace with exact number printed on it; otherwise, it won't work. Will look somewhat like this. May be a DIL type or an SMD type. http://electronicshelponline.blogspot.com/

hi hello there yes I think I can help you out here, the same thing went wrong with my fathers TV. and it turns out that its the capacitors in the circuit board of the TV. now then you need to open up the back of the TV, its really quite easy. all you do it when the back is off the TV look at the tops of the capacitors the good one that work will look and feel as flat as a pancake, the ones that are broken and nee replaced have a either slight bulge or have burst wide open you cant miss them they stick out like a sore thumb most of them. you need to heat up a soldering iron and carefully heat up the bottom of the capacitor so that the silver on the back of the circuit board melt and then pull out the capacitor. go to maplins and get a replacement for the ones that are broken. and replace them the very same way you took out the broken ones. do a good job on soldering them back in exactly and I mean exactly the same way they came out. make a note even draw it down the way they were before you take them out. that will fix your tv good luck

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it.
