It means that the unit is getting 24v power. (Normal operation). Whenever a fault is detected, this LED will blink a code describing the fault detected. See the Service Label attached to the unit for more information. (The reference to the LED is near the top).

Apparently you do not have the owner's manual for your model Carrier furnace to check. You can add the model number of your Carrier furnace by choosing Comment and typing the information there so that I or another volunteer answerer for Fixya can advise you.
If you have not opened the cover / door of the furnace to determine if a chart of error codes and what needs adjustment or repair, do that.
The problem MAY have to do with the vent of intake pipe and a blockage. See answers here:

Hi Cherisse - This is a typical error code for a faulty thermister (also shows up as open contactor). On some Carrier units, it also refers to DC Fan protection...
This does not sound like a user fixable item...please contact an HVAC repair shop.
This problem is outdoor unit issue. Blinking 4 times in carrier highwall unit means Compressor drive malfunction. Possible cause are the following:- Stuck up or grounded compressor.- Magnetic contractor in outdoor unit is defective or indoor unit relay supplying outdoor unit is defective.- No power supply going to outdoor unit
