How high does the drain hose go? If there is too much rise in the hose to the drain then it is building too much pressue when trying to drain.

Remove the small whit plugs and screws at the fron, you will see them when you remove the lid. Lift up top panel and you will see them there.

The washer filling so slowly can get very irritating and frustrating..most of the time the fix is very simple. The hoses have a screen in them to catch any dirt that may come in the water and this screen plugs up.
Simply unhook the hoses at the washer and clean the screens.
