The line is frozen and the fan will not shut off. How do I turn the fan off?
Shut off the electric to your furnace.
the reason that the line is frozen is because of one two things:
First there is enough air passing over the A coil on your furnace.
Could be dirty filters - closed vents- furnace fan will not run/ stops and starts (bad motor).
Second the charge on your a/c unit is low.

Very loud when fan is running
This is likely caused by a faulty blower motor bearings, or the fan has something in it or it could possibly have broken. Shut down power to unit, remove cover and inspect the fan shaft, blades, and spin it. it should freely spin. If it hangs up you likely have a bad blower motor.
Ingitor comes on but main ports wont ignite
Check that the inlet filter screen to the gas valve is not plugged.
You have to turn the gas off, then remove the fitting at the inlet to the valve. I've had this happen before, especially if a copper line was used (hopefully not, as this is totally a No-No.).
Reply back what you find. It could be a bad valve, and I will need to know whose valve it is (Honeywell, White-Rogers, etc.) and P/N's on the valve.
Troubleshooting 8000
The filter slides out of the bottom of front grill. If there is no room to slide it down and out, remove the 2 screws (1 on each side) then remove front grill to access filter.
Compressor runs, but blower won't. System off, fan

check pcb board or that cable which one caring electricity till blower check auxiliary relay who is responsible to make active supply for blower it can be faulty you can check by a electrical teaster when your hear sound of active of relay then you check blower electric connection there is electricity or not if there is electricity and blower won,t run it,s mean blower motor /capacitor is faulty if there is no supply for motor blower then it,s mean PCB bord is faulty and it,s need to repair replace.it,s up to you to repair by your self or take help to a technician .
