Spins but won't agitate

Clutch is only used locking into spinout. Is drive coupling is loose or torn, if not you are most likely talking about a bad transmission

Your spin cycle control seems to be bad. This is also called your timer. Check for power supply by pulling off your top panel and checking for power everywhere.

look to see where the drain hose is and the water levelif the hose is lower than the level of the wateryou are siphoning this will happen in the permanant press cycle

Leaving detergent spots. the machine fills up with water washes drains leaves detergent spots on clothes

If you dissolve the detergent in a bucket of water before adding it to the clothes you wont get this problem.

My crosley washer keeps popping my breaker

This is a vertical modular washer.
If you have items stuck between tubs or something in the pump that could possibly be the problem. The washer is fairly new to the market . Hello & Welcome to FixYa

You can check if the lid switch is fine, you can jump start the lid switch by connecting both the wires with each other or use the third wire to act as jumper between the two. After this if the problem is solved then replacing lid switch is recommended repair. If that is fine then replace the control board as that is bad and needs replacement.
