Hello i have a problem
I got last year same problem, easy to resolve :)
I was doigng GC and i got my watch in failur exactly like yours.
Solution?
Buy 4 fresh, alkaline, good brand batteries. Put it in charger unit. Let the watch to charge for 12hours. After do garbage collection again or formatting if you cant do GC.
If you got again fail, charge again it for 12 hours.
I did it for 3 times and...the third days, I got "Done!" and solved :) It happens when battery is not full charged, so do GC just when is very charged. I love my Cyber, but sicne seems that GC collecting drink a lot of energy seems that low level battery doesnt let the inside flash memory to work well when try to format/GC datas.

Battery replace for Citizen Cyber Aqualand NX
My Cyber was working fine and reporting a full charge, but when diving, it would stop working and go into safe mode. I sent it in to Citizen and they replaced the cell, now all is good again.

After having charged the battery
Hi, As far as the info you quoted ,I am afraid that your battery does not hold charge anymore or charging circuit has a problem and ,it does not charge.If I were you I will replace the battery first to see if it will work..If problem continues ,then it will be an expensive repair action as next step..It is up to you to make it repaired or to buy a new one since repair sometimes costs almost the same price.Hope this helps! Try hitting the backlit button. If your computer resets or dies, you have a battery issue.

It keeps flashing file! And
When the amount of available memory in flash memorybecomes low,
"FILE" flashes in the lower left corner ofthe display in all of the submodes
of the standard mode as well as in the dive mode. Thewatch
automatically switches to the flash memory statusdisplay of the system
monitor mode when the water sensor gets wet while thiswarning function
is activated. Please note that although it is possibleto use the watch for
diving in this state, log data may not be recorded inflash memory during
diving.
The file error warning function is also activated andadditional log data is not recorded if the
duration of a single dive exceeds 2 hours or if morethan 15 dives are made in a single day. The
file error warning function may also be activated whenthe water temperature during diving is low.
It may not be possible to receive watchsettings by data communication while the file error warning
When the watch has switched to the file error warningdisplay, perform the garbage collection
procedure in the system monitor mode of the standardmode. Thedisplay returns to normal
following completion of garbagecollection.
Garbage collection begins when button (C) is pressedfor at least 2 seconds during the
flash memory status display.
• During the garbage collection operation, an alarmsounds and "G.C." is displayed on the
display. When garbage collection is completed,"Done" is displayed on the display.
• Garbage collection cannot be performed when"G.C." has changed to "NG" on the
battery charge indicator or when the water sensor hasbeen activated. "Fail" is displayed
on the disPress button (B) in the system monitor modeof the
standard mode to switch the watch to the Flash Memory
Status Display.
Formatting Flash Memory
Formatting of flash memory begins when button (B) is
pressed while pressing button (C) simultaneously forat

I assume that you no longer have the manual.
You can get one by going to "http://www.oceanicww.com/services_manuals.html" and downloading the one for your model.
If you have a manual or the manual doesn't cover the problem that you are having, I suggest that you use the "locate a dealer " tab on the site and discuss your problem with them.

How do you change the date or time on the cyber
You can get instructions from the Citizen web site.
Go to "citizen.com" and on the upper right there is a menu. Click on "technical support" and then on "setting instructions"
Fill in the information required from the back of your watch and then click on "get setting instructions"

I have a Citizen Aqualand Promaster 200M circa
First of all they should be giving you explanation why the watch needs whole movement replacement and what is the cause.
As the watch movements are upgraded and made more sophisticated every year, some of them are discontinued and the next generation movements are replacing them. Watch manufacturing companies usually try to produce interchangeable movements, so, the newer one can replace the older.
In your case (if there is no newer version replacement) you have no option, but to shop around for exact new movement for replacement.
All you have to do is to find out your watch's movement number (that Citizen facility in CA should give that) and then shop for it. Plenty of movemevts on ebay, not to mention specialized watch part supplier companies. All available over the internet - just takes some time and nerve.
