The dials are part of a Chronograph (stop watch) I assume there is a second, minute, and maybe a date function. Usually the large second hand is part of the stop watch on only moves when you start the stopwatch (top right button) push again to stop and reset back too zero is the bottom button. Usually to set or zero out those dials pull out the crown to the first click (also sets date) then push the top button to set the seconds (big hand) and the bottom button to set the other. sometimes you may need to pull the crown out to the second click (also sets hour and minutes) to set add'l dials. You may want to go to somewhere that can repair watches or a jewelery store and they may have a box of junk watch parts and they my be able to replace that part, the buckle or solder it back on if you have the part.

When you pull out crown, there is two positions (clicks), not just one. First click is for day/date quick setting. Second click is for hand setting. Pull the crown out slowly and carefully and you will soon find out both positions.
