clean the gas out of it make a new batch of 50to 1 mix 2+2 oil make sure you close choke to start it and open after it starts or you will foul out the plug , when they sit the gas goes bad , make sure you are getting spark to the plug always empty the carb when stored and run it until it shuts of by itself , will last longer

did you make sure it has spark. i have learned over the years because an electronic is new doesn't mean its good? If it has spark remove the plug and put a bit of gas in the hole and re install plug see if it will fire on that gas. if it does its the carb something is probably blocking fuel. check the compression if its low compression it will not run. if u dont have a compression checker just remove the plug stick your finger tight over the plug hole and pull it over it should blow your finger off the hole.

if it has flat tires your thinkig its not disengaging but it is it does not want to roll on flat tires shove it back and forth till it rolls once you have tranny disengaged nothing holds it that should get you home then we can work on the rest
