make sure the battery is good ((has full charge)) make sure the usb device for the mouse is inserted correctly into the usb port (if applicable) if this fails to fix the problem you could try it in safe mode
restart your computer repeatedly tapping the f8 key to enter safe mode while the screen is black once in safe mode where the only things working will be your keyboard and mouse allowing you to attempt to repair your computer
click start control panel administrive tools computer management device manager scroll to mice and other pointing devices you might see a yellow exclamation mark ! or question mark ? or a red x right click to update driver
if your computer came with a motherboard disk the driver could be on it
