The general rule of rounding is to take the last figure and if it is less than 5 it is erased and if it is 5 or more it is erased but 1 is added to the next or the new last figure and the process is repeated until the fraction is shortened to the required length.
If you take the decimal fraction 0.8745, after the first stage of rounding it would become 0.875 and then after the second stage of rounding it would become 0.88 and then finally rounding to one decimal place the result would be 0.9.

Step 1 - identify the thousandths column - going to the right of the decimal point, we have the tenths column, the hundredths column, and the thousandths column
Step 2 - check the number immediately to the right of this column
Step 3 - if this number is 5 or more, add 1 to the thousandths column - if this number is 4 or less, don't add 1 to the thousandths column (leave it alone)
Step 4 - erase all the numbers to the right of the thousandths column.
In this case, the number in the thousandths column is 4. The number immediately to the right of it is a 0. Since the 0 is 4 or less, we don't add 1 to the thousandths column. Now we erase all numbers to the right of the thousandths column. I get 22.524.

If you lift the top off there should be a safety interlock that makes sure the blades can operate unless it is firmly and correctly place on top of the bin. It is normally a small dowel that goes into a socket with a microswitch button in the bottom.
