Unfortunitally, it sounds like you have a bootleg copy of the game. This is essentially a Chinese fake that was made to look like the real game but actually isn't. They were very cheaply produced and as such won't work properly. The Pok?mon games are the most popular ones to be copied. The best way to remedy this is to buy an original Nintendo-produced copy of the game. This video should help you identify a real cartridge from a fake one:
You will have to contact Nintendo about getting the cartridge repaired. Most likely the battery inside the cartridge has failed. The saves are all stored using this battery.
u can get it in the safarii zone. u can alos get the hm strength by finding the wardens golden teeth witch is somewere around were u get the hm surf. return the wardens teeth to him and he will give u the hm strenght. the hm surf is in the biggest hut in the safarii zone. i had the same problem but i eventually figured it out. good luck!!
There's not cheat but you can find a master ball in the the first island , you have to swim into a little island then switch on the item that search for items you'll find A lot of master ball after you save the game and restart it
Have you tried another ROM? The one you're using could be faulty. Also, make sure you are using the latest version of whatever emulator you are using. A popular one is Visual Boy Advance.

I have the same problem, and I bought the game off of eBay too.
The way I solved was to have my friend (who has FireRed), trade me a Pokemon which knows Cut. You cannot actually get the HM, however, but you can go through the game perfectly with that Pokemon. The game is bugged, but only in that specific event. Just skip it and trade with a friend or yourself. Hope this helps!
This happens when there is a problem with the internal battery of the cartridge. GBA cartriges have small batteries that enable them to save games. You probably might need to have the store where you purchased the game to replace it with a new cartridge.
