I really would need a picture to be more accurate. If you have no way to hold the lid on to get suction, you have to replace the front bowl (pot) as that is where the strainer basket is and how the flow is created. That bowl (pot) unscrews from the front housing. You have to be able to free the suction pipe from the bowl and have enough room to spin the bowl off. You may also have to remove the pressure side pipe if you do not have enough room to turn the bowl (pot) off. If you can not get the bowl off of the front plate, you will have to replace the bowl and front plate all at once.

If you can put some food coloring in it so you can see the leak better and you find a crack in internal or external on both fitting; may be find the parts are warn down some and may need some plumming tape put on them or replaced.

If it is only a pinhole it should be an easy fix. First dry the unit thoroughly, the drier the better. Then use superglue gel to patch the hole from both sides.You may wish to smooth the glue for aesthetics just make sure you leave enough so the glue can hold to the interior under pressure. The gel will dry overnight and is non-toxic. Larger holes or cracks would require a plastic welder or applying fiber glass.

I'm guessing you have fixed this or given up after 13.5 years, but here is my suggestion for the next person who has this trouble. If you ran it out of fuel and left it over the winter, it could have a drop of fuel that hardened and plugged one of the fuel ports in the carburetor. I have had this happen and needed to remove the fuel bowl and poke the dried film with a pin. Put it back together and it started right up.

Do not know what brand that is, but you can find choke cables at lowes, amazon .com. or any number of small engine repair shops depending on where you live. An after market cable could be easier to find and work just as well.
