Assuming you are talking about the roller brush most likely a belt problem. If you can spin it with your hand with no resistance then your belt is broken or very lose. Either way get another belt, they are easy to replace yourself. Now if you are not talking about a vacuum then who knows but I am assuming you are talking about a beater bar.

I had the save problem with my 3400 series.
The first time i was able to let it dry and it worked alright (48 hours).
The second time even this did not work.
If you remove the screws on the bottom of the unit. There are about 10 and pull it down, you will see the sealer assembly and a small circuit board in the middle.
Trace the wires from the drip tray, there are three of them, red white and brown, to the small white plastic JST connector on the small circuit board. Pull said connector gently to disconnect it.
The unit will function perfectly now, although it will no longer have a drip tray sensor of any sort it will function every time all the time.
All in all this took me about 10 minutes.

sadly we have no idea what you did or didn't do wrong as have never seen one of them . i always just use scissors to cut hair out of the brush roller myself , no dis assembly required

Ususally this is caused by a forein object has gotten hung in the suction impeller attached to the motor. the noise flucuates due to the housing flexes with the movement of the handle and rod. the housings are usually made of plastic and something very small can easily get stuck in it and stay for a very long time. The vacuum needs disassembled and the forien object removed from the fan housing...
