Is it locked or does the strap just help to lift it like on a Bayliner?
Take a piece or 2" x 1" timber and cut a wedge on the end. Slip it into the joining surfaces, push and lift.

The new Alternator or the Rectifier is faulty or incorrectly wired. When revved up it should be generating about 13.2, to 13.8 volts and supplying to the battery. The 12 volts at idle is probably your battery voltage.

The videos below should help. Although the first one is an inboard, the theory is the same. On an outboard, you can disconnect the linkages, verify that the engine is in neutral, then adjust the linkages to fit. Then adjust the slack with the same amount of turns on the adjusters. Lock the settings and that's it.

Did you power down / reboot between updates? Redownload them in case there are corrupted, then reinstall Update 1, reboot and do Update 2. If you are doing it via an SD card, make sure there is only one file on the card and that the file in in the root of the card and not in a folder.
