I want talkback on cobra 18 WX ST
Probably to Chassis Ground. You may want to experiment with the resistor value if you use a power mic. A 100 Ohm resister may be too low a value and cause audio feedback if you do use a power mic.
Too much feedback
Can you explain your terminology? Feedback or Standing Waves? Typically, Feedback is audio feedback through the speaker and back into the microphone of the CB or out of the external speaker into the mic. It can also be RF Feedback that is caused when the system. If it is audio feedback, it could be that someone has installed a T
"talk back" option and that's why you are getting feedback, if it's audio feedback.
It won't turn on or do anything
Your sure that the fuse is good, the Positive and negative connections are good and that the CB PA Switch is in the CB Positi0n?
My cb won't come on or do anything
If you have avolt meter or 12 volt test lamp, try attaching the leads to the plug that plugs into the CB. If there is no voltage or the lamp doesn't come on if you use a test lamp, you may just have a blown fuse. If you are using a cigarette light plug, there may be a fuse in the tip that connects to the center of the lighter jack. If you are getting voltage or the lamp does light, you may have a defective on/off switch. If you blow fuses when the CB is plugged in, you may have a blown polarity protection diode inside of the CB on the main PC Board. If you are not handy soldering, you'll want to leave that job to someone who is. Typically, the Polarity Protection Diode is Black and is mounded very close to where the power wires that come from the plug solder to the PC Board. I hope this helps. :-)

If it is a CB radio it is limited to what all the other cb radios do. You can get them "tuned up" but its illegal and depending who does it can harm the radio.

Connection that you have made are correct. One thing you hve to check is the Black wire is properly connected to the ground or not. If you have a multimeter set the meter to Ohms then check the Ohms between the Red and black wire of the Cobra 18 WX ST II. If its bellow 100 Ohms there is some short inside the Cobra 18 WX ST II. May be the protection Zenar diode inside the system become faulty. If there is no such short then you have to change the 2A fuse to higher one Like 4A or 5A. And the connect the system.
When you connect the multimeter if there is any short its will show the reading instandly. If there is no short then the multimeter will show random values.

could be a lot of things. could be the audio chip. radio could be toast. its not something some one can tell you how to fix on fixya.

Have you tried measuring the power output of your radio? If you do, I bet you that the power output is over 4watts PEP. This could be
caused by a component changing value over time. What I would suggest you do is to measure the power first to see if the power is over 4watts PEP and then proceed from there. I don't believe it's a grounding issue since the antenna being used is made for a no ground condition. Now if you are planning to use a ground type antenna, I would suggest that you not do that, only because just grounding the antenna will technically do no good, since when the say ground what they are talking about is a ground plane no just a grounding point.
Check your power and then we can start repairing this problem.

There is a relay in side of the cb that might be sticking. The problem is that this situation might be environmental. You say that you sent it back to Cobra twice for repairs. I think that the place you are sending it to differs enough environmentally so that the problem does not manifest itself. You can test this by exposing the unit to
different temperatures, to determine if the internal relay is sensitive to variations in temperatures.
If you do find that the relay has become tempurature sensitive, you can order the part from Cobra, or strangly enough from Radio Shack, since they do carry the same part just by a different part.
