i'm not familiar with the specific machine but i can tell you that when a machine is assembled from parts (at the factory) that machine can be disassembled... re-assembled and parts replaced or repaired .. you just have to dig or take it to a repair shop and let them dig

This is normally only caused by two things. A blockage in the hose is the most likely. Take the hose off and stretch it tight, look down it to the light. A broom handle is a good tool for clearing it. Remove the hose from the bag housing by pinching the retaining ring that attaches the hose to the machine. Turn the vacuum on with the hose removed. I suspect that the (single 70mm) black wire that you see has been cut off that cable run. 70 mm sounds like the cable was pinched and severed at the first handle break attached by a 4x10K M screw. Is that a good guess?
