Remove the brush roll and belt and turn the vacuum back on, if the noise is gone it is likely something wrong with your brush roll, if the noise persists you probably have a broken fan. You have to remove the motor and fan housing after removing the top cover, unscrew the bolt holding the fan on and install a new fan (you can get one from any Riccar or Simplicity vacuum dealer)

I think you mean it's an 8955, Riccar has not had a 8995 model. If there is no suction in the hose it has to have something clogging it. Open the little round opening on the back of the vacuum where the hose attaches to see if you have suction there.

If it has suction it has to be exhausting the air. Filters should be replaced at least once a year.
