if its spring operated hinge it may have snapped off and has to be set back in?

It is supposed to. .. try it ( very slowly, on a low setting) and see!

General answer for all electric stoves: Electric stoves are usually 220V in the USA. The clock is 120V. My first "guess" is that you have 120v to your clock and maybe light if the stove has one. You should have a separate 220v power cable ( see photo attached) that will power the range itself. The cord may be missing ( simple to unbolt), the cord my be unplugged, or the 220 circuit may be turned off at the fuse box or circuit breaker.

Most localities require that a qualified professional make these LP and natural gas connections. This is often someone that holds a license of some sort - most often it is a plumber. Failure to ensure that the connection is leak free and meets local & state codes could be disastrous - if not deadly. Saving a few bucks isn't worth the gamble.
