Well you put the code in and it opens.
I guess you missed of the part where you ignored the 'Change Battery' notifications and the incessant beeping :>D Or has it just failed, found it in a skip, found it in a house, code written on the back?
You can open it faster with a rare earth puck magnet than you can inputting the code. The word ;Safe; is a misnomer.
Apparently when you got the safe, you also got an emergency key for it as well, just in case you forgot the combination. The key also permits you to reprogram the safe. Where might the key be? --Perhaps with the documentation for the safe or a safety deposit box or gun maintenance materials. It is anybody's guess where you hid the key. You otherwise will have a difficult time opening the safe on your own. You may need a referral to a locksmith but here is the phone number to the technical services of Winchester Safes: Technical Service at 877-948-6723.
I searched using https://www.google.com but could not locate a user manual.
I found a web page for Saflok that has telephone numbers that might be able to provide you assistance.

If your Delsey combo lock won't lock, there are a few things you can try to troubleshoot the issue:
Check the battery: Make sure the battery in the lock is not dead. If the battery is low, replace it with a new one.
Check the lock's alignment: Make sure that the lock is properly aligned with the suitcase zipper. Sometimes the lock may be slightly off-center, which can prevent it from locking properly.
Check the lock's mechanism: Make sure that the lock's mechanism is not jammed or damaged. If it is, it may need to be repaired or replaced.
Check the lock's code: Make sure you have entered the correct code for the lock. If you have forgotten the code, you may need to reset the lock or contact the manufacturer for assistance.
Clean the lock: Sometimes dirt and debris can accumulate in the lock mechanism, preventing it from functioning properly. Clean the lock with a soft cloth and mild soap.
Check the suitcase: Make sure the suitcase is not damaged in any way that can prevent the lock from closing properly.
If none of these solutions work, it may be best to contact Delsey customer service for further assistance. They may be able to provide additional troubleshooting steps or may suggest to get the lock serviced.
If the master key works on your Onity HT24 lock, but the room key flashes red/green, it may be a problem with the key itself or the lock cylinder. Here are some steps you can take to troubleshoot the issue:
Check the battery: Make sure the battery in the lock is fresh and has enough power to operate the lock. A low battery can cause the lock to malfunction.
Check the key: Inspect the room key for any signs of damage or wear. If the key is damaged, it may not work properly and will need to be replaced.
Check the lock cylinder: If the key is in good condition, it may be a problem with the lock cylinder. Make sure the cylinder is clean and free from debris. If it is dirty or has debris inside, it may need to be cleaned or replaced.
Reset the lock: Try resetting the lock by unplugging it and removing the batteries. Wait a few minutes and then reconnect the power and batteries. This may help to clear any errors and allow the lock to function properly.
Contact the manufacturer: If none of these steps resolves the issue, you may need to contact the manufacturer for further assistance. They may be able to help diagnose and fix the problem or recommend a professional locksmith who can assist you.

Simple programmable Electronic Lock with buzzer and LED. 3 to 8 numbers ... NOTE: This safe stores up to 2 passcodes (a user code and a manager code).
Put gentle pressure on the catch and starting with the combination wheel that is furthest away, turn the dials until you feel it give a little, then move onto the next dial. The final dial will drop into place and open.
There is also a 'shimming' technique, where you insert a thin feeler gauge leaf into the dials and feel for the flat spot. Then you turn all the dials together until the lock pops.
Take a look at the videos from 'The Lock Picking Lawyer'

Locate the reset button, which is usually a small button or lever located near the combination dials.
Press and hold the reset button while turning the dials to set your new combination. Make sure to remember this new combination!
Release the reset button and test the new combination to make sure it works.
Please note that the specific location and method for resetting the combination may vary depending on the specific model of REI Double Cable Lock you have.
Is there power on the display? Bad batteries, or incorrectly installed. Or you haven't set the new code which is erased when the batteries come out.
Always do testing with the door open.
'make model (what it is)' in all questions please.
