You did not say what version of windows is on the computer. The issue you describe can be caused by the loss of a profile or it can be an issue with the file explorer.exe, see if you can boot into safe mode on start up and check to see if the icons come up. The other thing to check is to use CTRL ALT DEL to access the task manager and use the run command if you can to enter explorer.exe and hit enter and see if the icons come up.

If your hard drive has not been tampered with;
Turn on your Dell, and as soon as you see the blue "Dell" bar at the top of the screen, push "Ctrl" and "F11" at the same time. Hold for three seconds and release simultaneously as well. At this point, a Dell Symantec window will open.
If it has been tampered with use your windows install disk, boot from it and choose, fresh system and follow prompts.

the fake Desktops, AIO, sure. fake means , made from non standardized parts. and more painful to fix. for sure. you must be in UK saying Torch, we yanks use electric flash lights, LOL. no , no prevention on failing PCs all fail. and often, a fact. fact 2 is PC made in 2009 so is 10 years old what fails on 10 year old PCs. sure, CCFL lamps if this old.
back lamps die NOW. 2nd HDD failure. 3th, PSU failures. its inside on this puppy. i just looked at your parts lists and shows it has a Inverter card, for CCLF back lamps and it fails 1% and the tubes 99% now the tubes inside can last 5 years (10hr/day)

OR 10 YEARS, (JUST LIKE YOURS IS) THE CURE IS RETIRE THIS PIG AND GET ANY PC WITH LED BACK LAMPS, 2010 OR NEWER. ANSWERING , me for PC turns on, all fans inside working and the heat radiator not packed in lint as all are this old and overheating. the screen is dead,(black) and with torch pointed ad the dead screen you see Data now. that is hard proof the black lamps are dead the only cures are: new backlamps new inverter.

2 years latter 2010 all PCs went to LED back lamps, (most)

if you can go online to the Dell website, click on Support tab/link, enter the model of your pc or the tag number, they may have the manual available online. If you can get into settings, system, display you might be able to change power settings on the monitor? good luck.

To fix this, you must reset the bios. Find a Phillips screw driver and a tutorial on dissembling the laptop. It is basically a small battery that you would see in car remotes. Simple remove the battery and wait 30 seconds, turn the laptop on, the computer will beep and bios will reset to default and remove the password. Once done, turn off laptop and put bios battery back in.
