Dell optiplex 390MT now dead.
BIOS screens dead.
First thing to do is make sure all the RAM and other connections are good and try again. IF the issue persists, take things out, remove everything but the monitor and see if you can see the POST screen, then power it off and put in the RAM and try again, then do the hard disk etc, You may be able to narrow it down that way.
Dell 1555 Studio. When I try to power up the switch just flashes. Sure adaptor and battery Ok. What can I do?
What color(s) is (are) the blinking light? Is the blink a simple on/off or is there a pattern to the blinks (long/short)? Do any other lights come on and blink? (These could be on the keyboard or the battery health indicator LED.)
If the light that is blinking amber or orange indicates that the system has failed the Power On Self-Test (POST). If the blinking light is white, the system is in sleep mode. Try disconnecting the power adapter. Take out the battery and remove all external peripherals. Press and hold the power button for 20-30 seconds to discharge the system's capacitors. Try to restart the machine with only the battery and AC adapter. Did the behavior change?
You can remove memory and the hard drive to check if those are causing a POST failure. Reinstall one memory stick at a time if you have a pair or more. If you can get to the Dell splash screen, try pressing F12 to launch the diagnostics. (You may have to press the key repeatedly starting from a cold boot.)
If the blinking light is alternating orange and white, then you could have a problem with the motherboard, battery or AC charging system. Since you believe that the battery and adapter are OK, then the problem would likely be the motherboard has been damaged. The damage could be at the connection for the charger or somewhere else.

replace the RTC coin cell batter if over 5- 7 years. old. Press Ctrl-P while booting up
Management Engine will open
use 'admin' as the password
you are required to set up a new p/w, do it.
It will prompt and say if you do it will reset, that's what is required!
then exit,
once it restarts, the error message disappears!! now you can install OS as usual

besides the non standard dells, BTX junk yours is only old ATX. yours is very old. with PATA power supply. ,Optiplex. and the very old 20pin power plug, not 24. 2003 year, 17 years old. yellow is +12v. and red is +5vd black is common ground. the 20 pin is like this. for sure. this is in the wiki, under PSU standard spec. for sure. on beanh jump pin 13 to 14 and it turns on. no videos needed, all this is in the wiki.

PC came new with W10-64bit.you meant just exactly after the upgrade it failed.right, you meant the UPGRADE (from what?) failed hard.that error means the boot files are corrupted.easy if HDD bad. test it.is the HDD good? did you use secure boot or legacy boot to do that,?There are lots of possible cures. here.one is to ask dell for help on there forum.they can tell you how the original OS was set up.and they also have your drivers.no clues.
