run diagnostics to check hardware. hard drive in older machines
if have the disks that came with it and all else fails backup all your data reinstall windows. windows tends to slowdown over time

Cannot download anything on one user account on vista, but can download on the other user account
As I am not sure what has caused this, I can only speculate on how to proceed.
As a wild guess, you may have a corrupted profile in the account that will not allow downloads. A second guess it that there is some restrictions in place in that particular account. Just why they are there might take you into the areas of specialized controls such as parental controls or some malware. Thirdly, if the site you are accessing for downloads requires registration, it might simply a matter of which user account (possibly with an associated email address) has authenticated access. I know of no quick way to tackle the problem. It requires some investigation.

You could check to see if some mischief maker has set parental controls. And you could run Malwarebytes Anti-malware.
As to what to do if my third guess is valid, see if you can email the company from that user account and query them about the problem.

Hello, I would try pressing Ctrl, Alt, and Delete at the same time and try to End the process that is causing the issue.
If that doesn't work it might be a good idea to reboot your computer for a fresh start.
