If it were me, I'd probably just clean up the scratches on the pulley and or motor shaft. You can do so with a small file or sand paper. If you believe the friction caused by this roughens is due to the scratches, try smoothing them down. The grooves remaining won't harm the belt or pulley, but raised edges could. When I worked in an electric motor shop, we repaired many a motor shaft by filing the bad nicks caused by pliers and wrenches, with a little filing as the motor turned.
If you have time and don't want to spend money for appliance technician, lookup youtube videos on dryer repair for your model. You will need tools and patience and some help to move the dryer to a place where you can take it apart. My brother did this and was able to disassemble his dryer and put it back together and it works now. Not saying this will be a guaranteed success, but once you have it apart, you could theoretically replace the part that's not working.

usually theres a service panel on the back for the main drum belt, remove that and see if the belts broke or teeth gone. if the belt is there then maybe the main board replaced. might be more cost effective to buy another machine than a new board, you can go to a USED appliance stored for parts verses buy new ( 1/2 price)

Ive seen a bad connection at the plug inside the wall cause another hot spot inside the machine, I would inspect the connections inside the plug and terminal block, should be torqued down good.
Be sure to check the control board as well. Its the brains of your oven and it may be part of the problem.
